Capacity and reliability planning for Pickering projects.

Pickering projects may include industrial and critical-facility environments, commercial redevelopment, institutional buildings and mixed-use growth. Reliability, available utility capacity, emergency systems, ventilation and separation of critical and non-critical loads can shape the design strategy.

Where a building permit is required, the City of Pickering administers the municipal review. Electrical service connections or upgrades may involve Elexicon Energy; the project address and current connection requirements should be confirmed before the design basis is finalized.

For new or expanded loads, review our electrical capacity-study pathway; reliability-focused teams can also use the critical electrical infrastructure guide.

Electrical service connection

Elexicon Energy Inc. (Elexicon Energy)

Elexicon's Conditions of Service list the City of Pickering among its service areas and invite customers to confirm service responsibility with Elexicon. Its OEB licence excludes a short list of individual parcels near Pickering's northern and western boundaries from the Veridian Connections Rate Zone, and in April 2026 the OEB approved a service area amendment (EB-2026-0094) under which Hydro One Networks Inc. serves one more property near the northern boundary that lies largely within Elexicon's territory.

Where a connection needs a system expansion, Elexicon issues an Offer to Connect based on an economic evaluation under the OEB's Distribution System Code; a capital contribution is required when the evaluation shows a negative net present value, and work that is eligible for alternative bid may be built by qualified contractors and transferred to Elexicon.

Customers whose loads exceed 3000 kVA (as determined by Elexicon) provide and own their transformation, and must submit transformer specifications such as kVA capacity, short-circuit rating, voltages, configuration, insulation class and cooling details to Elexicon for review and approval before purchasing and installing them.

Before planning a distributed energy resource, Elexicon asks customers to check whether capacity exists at the location, refers them to the capacity map on its website, and encourages a Preliminary Consultation Information Request.

Rate zone: Veridian Rate Zone.

What to prepare

  • A written request on Elexicon's Service Request Form (available on its website) for the new, upgraded or temporary service, after consulting Elexicon about supply availability, supply voltage, service location and metering
  • Drawings: a scaled site plan placing the building(s) against existing and proposed lot lines, other buildings, streets and driveways and showing gas, telephone, water and cable services, plus an electrical room layout with the metering equipment location
  • Electrical data: required service amperage and secondary voltage, service entrance location, estimated initial and maximum kW demand, and a single line diagram with metering provisions and a list of major loads (lighting, motors, cooling, heating, welders), with a Customer Load Summary where it applies
  • Project details: civic addresses, the billing customer's name, address and telephone number, and the expected energization date
  • To energize: the ESA Connection Authorization, a completed and signed contract for service, any applicable connection charge, and a Connection Agreement where Elexicon asks for one

Region of Durham (Durham Region)

Durham Region issues permits for work within Regional road allowances, including entranceway permits and road occupancy permits for construction or utility work, through its online permit application; Regional roads in Pickering include Brock Road, Kingston Road (Regional Highway 2), Whites Road, Liverpool Road, Bayly Street and Taunton Road. The City collects Regional development charges along with its own, non-residential charges are collected at building permit issuance, and in Seaton separate area-specific water and sewerage charges apply in place of the Region-wide water and sewer components.

Planning and growth areas

  • The City describes Seaton, a community of over 7,000 acres whose growth policies come from the Central Pickering Development Plan approved by the province in 2006, as aiming for up to 35,000 jobs at full build-out. Most of that job creation is planned in the 'Innovation Corridor' prestige employment area along Highway 7/407, with population-serving office, retail and personal service jobs spread through the community.

  • Official Plan Amendment 38 adds policies and mapping to carry out the City's Kingston Road Corridor and Specialty Retailing Node Intensification Plan, covering lands along Kingston Road outside the City Centre and the Specialty Retailing Node east of Brock Road between Highway 401 and Kingston Road. Durham Region approved the amendment in November 2022 and the Ontario Land Tribunal approved it in December 2024 except for parts under site-specific appeals; until implementing zoning is in place, development proposals there still need rezoning applications.

How are building permit applications submitted in Pickering?

The City of Pickering's Building Services Department uses a fully electronic process, and residential and non-residential building permit applications are made through the City's Permit Submission Portal; printed forms and drawings are no longer accepted at the counter. For demolition and sign permits, staff send a link to the City's digital permit system, and documents are uploaded as flattened PDF files. Please confirm current requirements on the City of Pickering's Building Permits page.

Which electricity distributor serves a site in Pickering?

Elexicon Energy Inc. serves the City of Pickering under its OEB licence, but a few listed properties near the City's edges are excluded and in 2026 the OEB approved Hydro One Networks Inc. to serve one north Pickering property, so service responsibility for a specific address should be confirmed with Elexicon. New or upgraded services start with Elexicon's Service Request Form and are connected only once the ESA's Connection Authorization and a signed contract for service are in place. Please confirm current requirements on Elexicon Energy's Conditions of Service document.

What Durham Region approvals or charges apply to projects in Pickering?

Work on Regional roads in Pickering, such as Brock Road, Kingston Road, Whites Road or Liverpool Road, requires a Durham Region permit, for example an entranceway permit or a road occupancy permit for construction or utility work. Regional development charges are collected by the City along with its own, and in the Seaton community separate area-specific water and sewerage charges take the place of the Region-wide water and sewer components. Please confirm current requirements on Durham Region's Road, Filming and Banner Permits and Development Charges pages.

Can ETEM support both electrical and mechanical engineering for a project in Pickering?

Yes. ETEM can define the electrical and mechanical workstreams the actual scope requires. Each discipline's drawings are prepared and sealed by a licensed engineer, and shared loads, rooms, controls and construction interfaces are reviewed through one project workflow.
